2014年9月12日，澳大利亞Eenrgy Rating發(fā)起公眾咨詢(xún)，征求根據(jù)外部電源國(guó)際能源效率標(biāo)識(shí)協(xié)議VI級(jí)標(biāo)準(zhǔn)在澳新能效標(biāo)簽上增加更高能效等級(jí)VI級(jí)標(biāo)記的意見(jiàn)。本次征求公眾意見(jiàn)的截止期為2014年9月26日。
    目前澳新關(guān)于外部電源的能效法規(guī)《2012溫室和能源最低標(biāo)準(zhǔn)（外部電源）決定》允許外部電源（EPS）產(chǎn)品以III、IV和V級(jí)的能效水平進(jìn)行標(biāo)記。
    2013年9月，美國(guó)能源部（DOE）公布了3.0版的外部電源國(guó)際能源效率標(biāo)識(shí)協(xié)議（International Efficiency Marking Protocol，IEMP），其中規(guī)定了以一個(gè)新的更高的能效水平“VI”級(jí)標(biāo)記的EPS性能要求。鑒于此，根據(jù)EPS產(chǎn)品更高效率等級(jí)的能源效率要求，Energy Rating提議修訂現(xiàn)行的澳新EPS能效規(guī)定，以反映這些國(guó)際變化。
    Energy Rating征求利益相關(guān)方關(guān)于本次將目前EPS能效規(guī)定提高到VI級(jí)能效水平的意見(jiàn)，以確保這種改變反映了允許產(chǎn)品在符合IEMP規(guī)定的VI級(jí)性能要求的情況下標(biāo)記VI等級(jí)的政策意圖。
    具體GEMS標(biāo)簽以及GEMS高效率水平規(guī)定的變化如下表所示：

7 GEMS labelling requirements Labelling and communication requirements (1)     For paragraphs 24 (1) (b), 26 (1) (a) and 26 (1) (b) of the Act, the specified labelling and communication requirements for products covered by this Determination are the requirements mentioned in clause 5.1 of AS/NZS 4665.2:2005 and Appendix A of AS/NZS 4665.1:2005 in relation to the energy performance mark to be shown on the product.	8 GEMS labelling requirements Labelling and communication requirements (1)     For paragraphs 24 (1) (b), 26 (1) (a) and (b) of the Act, the specified labelling and communication requirements for a product class mentioned in subsection 6 (2) are: (a)      the requirements mentioned in Appendix A of AS/NZS 4665.1:2005 and section 5 of AS/NZS 4665.2:2005 (Energy Performance Mark) in relation to the energy performance mark to be shown on the product; or (b)1     if a product exceeds the energy performance requirements for Mark V as mentioned in Appendix A of AS/NZS 4665.1:2005 then the product may: (i)       be labelled in accordance with the requirements of that standard for Mark V; or (ii)      be labelled in accordance with the requirements of the IEMP for Mark VI.
8 Other GEMS requirements High efficiency level (1) For subsection 24 (2) and paragraph 27 (1) (a) of the Act, the specified requirements for products covered by this Determination to meet the high efficiency level are the requirements mentioned in this section. Note: This provisions that follow specify the requirements for products to be designated as “high efficiency IV” or “high efficiency V” for the purposes of GEMS. High efficiency level IV requirements (HE IV) (2) The specified requirements for high efficiency level IV (HE IV) are as follows: (a) for product classes 1 to 2—the requirements mentioned in subclause 3.1.1 of AS/NZS 4665.2:2005 (No Load Power Consumption and Average Active Mode Efficiency); and (b) for product classes 3 to 4—the requirements mentioned in subclause 3.1.2 of AS/NZS 4665.2:2005 (Average Active Mode Efficiency). High efficiency level V requirements (HE V) (3) The specified requirements for high efficiency level V (HE V) are as follows: (a) for product classes 1 to 2—the requirements mentioned in subclause 3.2.1 of AS/NZS 4665.2:2005 (No Load Power Consumption and Average Active Mode Efficiency); and (b) for product classes 3 to 4—the requirements mentioned in subclause 3.2.2 of AS/NZS 4665.2:2005 (Average Active Mode Efficiency). (4) For subsection 24 (2) and paragraph 27 (1) (e) of the Act, the requirements for conducting tests are the same as those mentioned in subsection 6 (2) to (4) (inclusive) of this Determination.	9 Other GEMS requirements High efficiency level (1)     For subsection 24 (2) and paragraph 27 (1) (a) of the Act, the specified requirements for a product class mentioned in subsection 6 (2) to meet the high efficiency level are: (a) the requirements mentioned in section 3 of AS/NZS 4665.2:2005 (High Efficiency Levels) for that product class; or (b) the performance requirements for Mark VI mentioned in the IEMP. 2

    ¹增加的8(b)節(jié)將允許注冊(cè)者將那些滿足IEMP 中VI級(jí)性能要求的產(chǎn)品標(biāo)記為VI標(biāo)記產(chǎn)品。即，如果產(chǎn)品超過(guò)AS/NZS 4665.1:2005附錄A指出的V級(jí)性能要求，可以根據(jù)V級(jí)標(biāo)準(zhǔn)的要求進(jìn)行標(biāo)記，或者根據(jù)IEMP 中VI級(jí)的要求進(jìn)行標(biāo)記。
    ²提議將目前規(guī)定的8 (1) - (4)節(jié)精簡(jiǎn)為參照相關(guān)標(biāo)準(zhǔn)的具體規(guī)定，而不是在能效規(guī)定中重復(fù)敘述那些規(guī)定。而新增的9(1)(b)節(jié)則允許符合IEMP的VI級(jí)標(biāo)志要求的產(chǎn)品視為“高效率水平”。
